The task from JOPP was to set the conditions for the development and delivery of a bespoke, foundation level Contingency and Exercise Planning course for the Tunisian Police, National Guard and Civil Protection Departments.

The aim was to provide delegates from across MOI with the skills and knowledge in developing, exercising and validating emergency response plans. The following elements were covered:

  • Describe the elements of the emergency planning process and methodology
  • Establish emergency planning context and framework
  • Develop planning templates for generic and specific arrangements
  • Describe the purpose of training, testing and exercising
  • Demonstrate the knowledge to create a variety of exercises
  • Explain the principle of debriefing and post exercise report writing
  • Design and build an exercise control
