During the aftermath of Hurricanes Irma and Maria, the EPC assisted in the research, development and drafting of a Concept of Operations (CONOPS) document for disaster management in the Caribbean Overseas Territories.

This had a specific focus on how UK Government departments such as the Ministry of Defence, Department for International Development and the Foreign & Commonwealth Office work with Overseas Territories governments, Governors and their offices, alongside disaster management personnel and other teams, international agencies and regional actors including the Caribbean Disaster Emergency Management agency.

In addition, the EPC designed and facilitated two exercises, one in Miami and another in London to evaluate the issues, processes and procedures.
