This is the civil protection risk management model as it appears in Emergency Preparedness (Chapter 4), but slickened up a bit. It is the model used to create local and national risk assessments across the UK, and has been in play since publication of the statutory guidance to the Civil Contingencies Act 2004. The EPC has also used it to help responders in two other countries build a national risk assessment model from scratch – so we’ve seen it work from first principles. Interestingly, it is derived from an Australia/New Zealand national standard.
