Andy Towler Resilience Capability Lead

A former senior police officer, Andy has extensive experience in operational policing, disaster and incident management at operational, tactical, and strategic level.  

A former Chair of Cumbria Local Resilience Forum Programme Board, he led multi-agency response in Cumbria to the flooding from Storm Desmond in 2015. 

During the Covid-19 Pandemic response, he worked as a Strategic Resilience Advisor to a Government Taskforce and has advised organisations seeking to improve their resilience, preparedness and response capabilities. 

Andy is an advocate for major changes in how we address resilience challenges to the UK from existential and catastrophic threats and co-authored the National Preparedness Commission Independent Review of the Civil Contingencies Act 2004. 

Andy continues to deliver pro bono advice to UK charities working in the emergency response space and as an emergency responder in his own community.
