About this course

Overview

Emergencies demand more than swift action — they call for clear strategy, collaborative working, and confident coordination across organisations. This two-day course helps you build the knowledge and insight to contribute effectively at the local strategic level during multi-agency incidents.

You’ll explore how Strategic Coordination Groups (SCGs) operate, what’s expected of you, and how to make sound decisions in high-pressure, high-consequence environments. Together with peers from across the resilience sector, you’ll apply your learning in a facilitated SCG scenario — testing your judgement and ability to prioritise, drive strategic direction and manage strategic risks as part of a collective strategic response.

Rooted in national standards, JESIP principles and real-world practice, this course equips you to enable shared situational awareness, make joint decisions under pressure, and enable coordinated action when it matters most.

Aim

To prepare strategic responders  to operate confidently and effectively during multi-agency emergencies — understanding their role within the UK civil protection framework, making coordinated decisions under pressure, and enabling integrated strategic leadership through a Strategic Coordination Group.

Learning Outcomes

  • Interpret the UK’s resilience and emergencies system and national frameworks for multi-agency strategic coordination.
  • Analyse the roles, structures and functions of local strategic coordination, including how Strategic Coordination Groups (SCGs) support shared decision-making.
  • Examine the human dimensions of emergencies, including how inequality, cultural context, public expectations and political pressures shape people’s needs and the challenges of strategic leadership.
  • Evaluate strategies for maintaining personal effectiveness during emergencies, including how to manage your own resilience and support the performance and welfare of others.
  • Contribute to the development of a multi-agency strategy, aligning strategic objectives with public needs and collective priorities.
