Tom Knox 1

A specialist in resilience and emergency planning, Tom has led teams at multiple high-profile international events. With a focus on strategy and risk management, Tom is skilled at sharing his knowledge across multi-agency organisations as they prepare for the challenges faced in a fast changing world.

Throughout his police career Tom expanded a wide spectrum of policing skills through a series of tactical and strategic roles. He developed a specific interest in public order, intelligence management and evidence gathering and was selected to lead teams at high profile events such as the G8 Summit in Scotland.

His career has seen him manage functions including; Licensing Operations, Community Risk, Counter Terrorism (CT) Desk, as well as working closely with partner agencies and strategic venues to raise security and CT awareness, promote joint working via training as well as identifying appropriate multi-agency response procedures. 

Tom is currently Head of Resilience and Emergencies at North Yorkshire County Council leading his team and working closely with blue light services and other Civil Contingencies Act responders to provide 24/7 resilience for England’s largest county.

He is working on a number of innovative initiatives with partner agencies to identify and embed leading practice for integrated emergency management including the use of volunteers in emergencies.

Tom also contributed to the Emergency Planning College presentation lecture 'Academics v Practitioners: The Challenges of Emergency Planning Management'.

Holding a passionate belief that by working within the world of resilience he can make a big difference to individuals and communities, Tom has taken a number of opportunities to work for the EPC supporting our international partners.

He believes resilience work should be people focused and that our ever-evolving world requires constant review and revision, best delivered by embedding identified lessons, embracing innovation and highlighting leading practice from our shared experience. 

When summing up his spare time, Tom enjoys good company, good food and the luxury of a good book.  He likes to relax with friends and family and is a sports fan supporting both Newcastle United FC and Newcastle Falcons rugby.  When time allows he likes to travel.
