David was an associate at the EPC for a number of years prior to becoming a strategic fellow and has delivered a wide range of courses for the emergency and crisis management and international faculties.
David has emergency planning, preparedness and response (EPPR) experience at a senior level within NHS England and in high hazard and nuclear industries. He delivered the external agencies interoperability programme and implementation strategy for the Sellafield nuclear reprocessing plant in Cumbria and is part of the EPC team delivering multi-agency emergency management training to senior staff from Network Rail and train operating companies across the UK.
A former chief fire officer, he held previous senior command appointments including leadership roles in people and organisational development. With a strong training background he was the deputy director of personnel and training for the second largest fire and rescue service in the UK with a previous role as head of personnel, training and health and safety for the Greater Glasgow area.
Awarded the Queens Fire Service Medal (QFSM) for his contribution to incident command, international and operational training, David was lead assessor for the Scottish Fire Services’ College gold command course.
As vice chair of Grampian’s Strategic Coordinating Group (SCG) for eight years and chair of its risk and planning sub group, David has extensive practical expertise of leadership in a multi-agency emergency and crisis management coordination environment.
