John Campbell

John has recently left policing with his final role as Chief Constable of Thames Valley Police. For many years he chaired the Local Resilience Forum (LRF). Alongside both category one and two responders, he also worked closely with colleagues from the Resilience and Emergencies Division within DCLG 

As an accredited Multi Agency Gold Commander, he has led numerous multi-agency operations. This includes International State visits and Royal celebrations, major sporting events, Royal Ascot and Reading Music Festivals, as well as public order operations. He has been the Gold Commander for a number of major incidents such as the large-scale flooding events in the Thames Valley area and attended as well as presenting at COBRA on a number of occasions. 

As Chief Constable, he was the UK’s national police lead for the Protect and Prepare strand of the Government’s Contest strategy, ensuring that UK Policing is prepared to prevent or mitigate the impact of terrorist attack.  

For 10 years he was the UK Police lead for Chemical, Biological, Radiological and Nuclear Terrorism (CBRN) working with key agencies including Homeland Security, scientific and health colleagues, specialist military support and other blue light services. He also led on the national police debrief of the Salisbury Novichok attack. 

Since 2014 he was a Course Director and Instructor for the UK’s Counter Terrorist Command Course. This involved training senior officers to take command of high threat terrorist operations. As a member of the CT Cadre he has also operationally performed this role on a number of occasions. 

John's career drivers are to enhance resilience capability in learning and knowledge sharing. 

In all of the operations he has led effective and confident partnerships as well as capable and motivated teams to underpin successful delivery. 

John is married with two children at University and enjoys learning about history and archaeology as well as watching live sport.

  • Queens Police Medal (QPM) in 2015 for services to policing
