Helen Baxter-Smith

Helen is the Deputy Head of Risk, Resilience and Crisis Management, based at the Cabinet Office Emergency Planning College in Easingwold, North Yorkshire. The faculty within which she works covers a broad spectrum of disciplines across the field of integrated emergency management, providing 25 different courses within its prospectus and more than 100 bespoke training and exercising events.

With 12 years of experience in the field of emergency management, Helen has developed experience within a variety of organisations. Over the course of her career, she has worked within the Local Authority to research, monitor and implement legislation to ensure contingency planning arrangements were undertaken in line with legislation and statutory guidance; provided emergency planning management direction to adult social care operations, including the integration of Public Health and provided business continuity advice to professional partners working within the local authority arena.

Internationally, Helen has worked with the African National Disaster Management Organisation to develop tactical level coordination plans for natural disasters. She also has experience with complex humanitarian emergencies in the Middle East, working within the field of crisis communications and consequence management.

Helen holds an MSc in Emergency Planning Management and is a member of the Emergency Planning Society and Business Continuity Institute.
