Cabinet Office

EPC is owned by the Cabinet Office and managed on their behalf by Serco Ltd. EPC is therefore positioned at the heart of Government, within the Civil Contingencies Secretariat. This connects us directly with policy-makers and those responsible for developing guidance, doctrine and industry legislation in the emergency management field. This means we are an arm of the competent authority in this domain and the true home of multi-agency emergency and crisis management.


cybX is a cutting-edge cyber security training and exercising capability. It is delivered by Serco from EPC. It combines our world-class training, exercising and consultancy services with the best in training simulation technology.

International Fire Training Centre (IFTC)

The IFTC offer an unrivaled programme of training, education and consultancy services to the global firefighting community. they are specialists in aviation, industrial, offshore and marine firefighting.

Serco Fire Services

Serco operates a number of fire services across the UK and globally with diverse contracts in the civilian and defence markets. They deliver transformation programmes to organisations which face some of the toughest fire challenges in the world.

The Emergency Planning Society

Our close affiliation with the Emergency Planning Society helps us to support professionals dealing with emergency planning crisis and disaster management. The Society, which is based at the EPC, offers a unique framework for promoting the interests of its members and, since its creation in 1993, it has become a driving force in the world of resilience.

The Sports Grounds Safety Authority (SGSA)

The SGSA is a government body that took over the responsibilities of the Football Licensing Authority. They carry out a range of statutory functions in relation to football in England and Wales, and advisory functions in relation to other sports within the UK and internationally. They also support EPC's Event and Public Safety faculty and collaborate in the delivery of courses and seminars.
